Commercial / Procurement Manager (Engineering Background)

Role Purpose:

  • Own and control all commercial, contractual, quantity surveying, and procurement activities.
  • Protect company profitability, cashflow, and contractual position across all projects.
  • Ensure projects are executed within approved budgets, contracts, and margins.

 

 

Key Responsibilities 

 

A. Contracts Management

  • Draft, review, and negotiate client contracts.
  • Draft, review, and manage subcontractor and supplier contracts.
  • Identify and mitigate commercial and contractual risks.
  • Define payment terms, milestones, retentions, penalties, and warranties.
  • Maintain a contract register for all projects.
  • Coordinate with legal advisors when required.
  • Ensure all contracts align with approved pricing and margins.

 

B. Quantity Surveying (QS) & Cost Control

 

  • Lead and manage all QS activities across projects.
  • Prepare and review BOQs and quantity take-offs.
  • Measure executed works and prepare progress invoices (IPCs).
  • Review and approve subcontractor measurements and IPCs.
  • Establish project cost baselines and budgets.
  • Monitor cost vs budget and issue early warnings for overruns.
  • Prepare cost-to-complete and final account reports.

 

C. Variations, Claims & Commercial Control

 

  • Identify variations and change orders from site and design changes.
  • Measure and price variations.
  • Prepare and submit variation claims to clients.
  • Manage extension of time (EOT) claims (commercial side).
  • Support dispute resolution and claims negotiations.
  • Protect project margins from scope creep and unapproved changes.

 

D. Procurement Management

 

  • Develop procurement strategies for each project.
  • Issue RFQs to subcontractors and suppliers.
  • Evaluate technical and commercial offers (with Technical Office).
  • Negotiate prices, payment terms, delivery schedules, and warranties.
  • Approve purchase orders and subcontract awards within authority limits.
  • Monitor supplier and subcontractor performance.
  • Ensure procurement aligns with approved budgets and schedules.

 

E. Tendering & Pre-Contract Support

 

  • Review tender commercial assumptions and risks.
  • Validate pricing, BOQs, and cost breakdowns.
  • Ensure target margins and cashflow requirements are met.
  • Participate in pre-contract negotiations and clarifications.
  • Support final tender approval process.

 

F. Leadership, Systems & Controls

 

  • Lead and develop the commercial, QS, and procurement team.
  • Set commercial policies, procedures, and approval workflows.
  • Develop standard templates for contracts, subcontracts, POs, and claims.
  • Support implementation of project profit-sharing mechanisms.
  • Train project and site teams on commercial awareness and cost control.
