- Monitor the implementation of QHSE management system and maintain awareness of evolving industry QHSE regulations and best practice and how they could be applied to operations.
- Develop and coordinate execution of internal and external audit programs
- Lead management reviews relating to QHSE management system.
- Lead the surveillance and recertification audits with external certification bodies for existing ISO certificates.
- Attend in the certification, surveillance, and recertification audits with external certification bodies for Non existing, and existing IACS, and Non IACS certificates.
- Liaise with other departments in developing, maintaining, and updating the necessary health, security, safety, environment, and quality management documents that are required to build up manual systems such as (DMS, SMS, ISO, etc..) according to IMCA, ADCI, ARAMCO, ADNOC, etc. standards.
- Review external audit reports and co-ordinate with other departments for effective close out actions for non-conformances.
- Provide an QHSE support service across departments, support project managers, involvement in tender or pre-qualification process, as required.
- Provide guidance and information to management and employees on QHSE legislation and QHSE matters.
- Ensure that company follows all legal obligations in the management of HSE.
- Liaise with external QHSE professionals and advisors.
- Provide the Managing Director with management information and advice on the development of QHSE policies.
- Participate and support company as a member of its senior management team.
- Provide management information and feedback to employees to ensure they are kept adequately informed.
- Identify employee development and training needs.
- Conduct QHSE training courses using internal and external resources when required.
- Support the development of supplier management system and conduct periodic system audits to ensure information concurrent.
- Report all Health, Safety, Environmental and Quality concerns to the Managing Director.
- Ensure that safety policies and procedures are implemented, understood, and adhered to at the work location, so far as is reasonably practicable to ensure a safe working environment.
- Promote a proactive commitment to QHSE initiatives.
- Identify environmentally sensitive activities of the project scope of work and include assessment during project risk assessments.
- Manage and monitor emergency procedures, signage, PPE, .. etc.
- Evaluate the opportunities for re-use of materials from previous projects and minimize damage to the environment prior to project activities.
- Establish where waste can be avoided prior to project commencement and monitor environmental protection measures during them.
- Implement process controls and environmental awareness training events.
- Provide sufficient facilities for waste storage, segregation, and re-cycling initiatives and ensure they are detailed for any materials used.
- Assess materials being used and select those which do the least damage to the environment whilst ensuring fit for purpose.
- Consider and purchase environmentally preferable products and services, whenever practicable.
- Minimizing the number of different products that serve the same function.
- Order appropriate sizes of materials to avoid waste.
- Consult with all departments to identify new environmentally friendly services as well as improvements/changes in industry standards that may impact the environment.
- Offer QHSE consultancy to company subsidiaries and affiliations, when required.
Bachelor’s degree and/or master’s degree in engineering or science or in any other relevant field such as Occupational Health and Safety is essential and/or NEBOSH International Diploma in Occupational Health and Safety would be desirable.At least 5 years of relevant experience within a Quality, Health, Safety and Environmental department, preferably in the marine/Oil and gas industry.Good Command of English and Arabic languages – both written and verbal.Required knowledge of Microsoft Office Suite, ERP systems such as ERP Next and/or any other applications related to HSE management software would be an advantage. Experienced in managing and implementing QHSE Management Systems.A quality assurance qualification from an accredited body or through proven experience. Possess in-depth knowledge of ISO 9001, ISO 1400 and ISO 45001, specifications.Possess in-depth knowledge of HSE, OSHA, NFPA, and IMO standards.Familiar with IMCA and ADCI codes.Knowledge of health and safety standards and regulations.
