- Studies, analyses, and evaluates tender documents from a technical point of view to identify risk factors, ensuring that technical terms comply with the relevant standards and coordinate with management for the overall risk assessment and final bid decision.
- Approve tenders/costing policies and produce a work plan.
- Inquiries, consults, and coordinates with client & consultant representatives for specification/ technical and BOQ clarifications required for tenders and proposals and attends pre-tender meetings.
- Reviews and finalizes project cost estimates in terms of the required material as per bill of quantities (BOQ), amount of work, material equipment/ and manpower requirements during the tendering phase; this includes all systems, products, and services to client specifications/ requirements.
- Liaises with the Procurement department to negotiate with approved vendors/suppliers and subcontractors for various supplies/materials as per project (pre/ post tender).
- Finalizes all direct and indirect cost estimation and consolidates tender documents for management review and approval.
- Provides all the necessary project clarifications/ information upon project award to the Project Manager as per the project budget; advises the Project Manager on contractual rights, and remedies which has been taken into consideration during tendering.
- Advises Planning Engineers on project activities as per BOQ as needed.
- Generates weekly tender status reports highlighting progress on concerned tenders.
- Prepares lessons learned documents at the end of each project and whenever required.
- Review and approve monthly progress reports conducted by the tender team highlighting tender wins/ losses (indicating reasons) for review and verification of management.
- Keep liaison with the project manager for the actual execution of projects on-site and lessons learned to prepare future competitive tenders.
- Conduct the pre-agreement of suppliers
- Coordinate with relevant departments (such as procurement, legal, finance, and project management) to provide updates on supplier agreements.
Bachelor's degree in Engineering Deep understanding of the tendering process, including preparing, submitting, and managing bids.Strong ability to analyze project requirements, costs, and competitive bids.Careful scrutiny of tender documents to ensure compliance with requirements.Ability to negotiate with suppliers and subcontractors to secure favorable terms.Excellent organizational skills to manage multiple tenders and deadlines.
