Overview
The Road / Infrastructure Design Manager will oversee the planning, design, and construction management of road networks, bridges, and underground utility infrastructure to ensure successful project delivery. The role will be responsible for ensuring that all infrastructure works comply with applicable international standards, local regulatory requirements, and project-specific technical specifications. The Road / Infrastructure Design Manager will coordinate the integration of transportation and utility systems with main project facilities and existing public infrastructure networks, while managing stakeholder interfaces across multiple disciplines. In addition, the role will oversee site access planning, traffic management, and the phased implementation of infrastructure works to support project objectives, minimize operational disruptions, and maintain alignment with the overall project schedule.
Responsibilities
• Technical Review & Approval: Review and approve infrastructure design drawings, hydrological studies, traffic impact assessments, and utility shop drawings.• Master Plan Alignment: Ensure that the road and utility layouts are perfectly aligned with the project master plan and architectural requirements.• Utility Coordination: Lead the liaison with local utility providers and government authorities to secure necessary permits and connections for permanent and temporary services.• Quality & Safety Assurance: Oversee on-site testing (soil compaction, pressure tests for pipes, asphalt quality) and ensure all works meet health, safety, and environmental standards.• Conflict Resolution: Proactively identify and resolve technical clashes between underground utilities and structural foundations or MEP services.• Contractor Management: Monitor the performance of infrastructure subcontractors, ensuring work is executed within budget and according to the approved schedule.
Qualifications
• Education: Bachelor’s degree in Civil Engineering or a related field.• Experience: 10~15 years of professional experience in infrastructure and road construction management for large-scale urban or mixed-use developments.• Technical Skills: * Deep knowledge of road geometry, pavement design, and underground utility network systems.• Proficiency in Civil 3D, Auto CAD, • Strong understanding of hydrology and stormwater management systems.• Soft Skills: Strong negotiation skills for authority liaison and excellent leadership to manage large-scale site operations.
Preferred
• Tier 1 Background: Experience and background in a Tier 1 Construction company or international PMC.• Project Portfolio: * Proven experience in Mega-scale infrastructure projects (New cities, large residential compounds, or industrial zones).• Experience in high-end luxury developments with complex site logistics.• Regional Exposure: Exposure to Egyptian or Middle East regulatory environments and local utility authority standards (e.g., GAPRD in Egypt).• Language: Professional English proficiency is a must for technical reporting and stakeholder meetings.
