Company & Role Context

RVK Factory manufactures and supplies industrial valves and water-infrastructure products, including gate valves, butterfly valves, check valves, air valves, control valves, hydrants, ductile-iron fittings, couplings, dismantling joints, flange adaptors, and related accessories for potable water, irrigation, treated wastewater, HVAC/chilled-water, and fire-protection systems within the approved product scope.

 

This position combines Technical Office and QA/QC responsibilities. 

The engineer must be capable of reviewing project specifications, preparing approval/submittal documents, interpreting applicable standards, supporting product selection, controlling manufacturing and inspection records, and representing the factory professionally during consultant reviews and inspections.

 

Job Purpose

To ensure that RVK products and technical submissions are correctly aligned with project requirements and applicable standards from inquiry/submittal stage through incoming inspection, manufacturing/assembly, testing, coating inspection, final release and technical close-out, while maintaining traceability, documented quality records and effective coordination with Sales, Production, Procurement, Warehouse, clients and third-party inspectors.

 

Key Responsibilities

 

1. Project Specification Review & Technical Submittals

·  Review project specifications, BOQs, datasheets, drawings, tender requirements and consultant comments to identify applicable product, material, pressure, connection, testing, coating and approval requirements.

·  Prepare and maintain complete Material Submittal packages including product datasheets, compliance statements, certificates, drawings, test documentation and supporting manufacturer information.

·  Prepare, update and control factory Prequalification (PQD) packages and project-specific approval documents.

·  Prepare and review Method Statements (MS), Material Technical Submittals (MTS), Inspection & Test Plans (ITP), checklists and technical procedures relevant to RVK product scope.

·  Draft clear technical responses to consultant comments, including compliant points, deviations, equivalent alternatives and items requiring special manufacturing or confirmation.

·  Coordinate technical clarification with Sales before quotation when application, pressure class, temperature, drilling/connection standard, material or approval scope is unclear.

 

2. Product & Standards Engineering

·  Verify product compliance against applicable EN, ISO, BS, AWWA, ASTM and related project standards, using the correct standard for each product and application.

·  Support product selection and technical equivalency for gate valves, butterfly valves, check valves, air valves, pressure-control valves, hydrants, ductile-iron fittings, couplings, dismantling joints and flange adaptors within RVK’s approved scope.

·  Review flanged drilling, pressure classes, face-to-face dimensions, body/trim/elastomer materials, coating systems and testing requirements before final technical confirmation.

·  Maintain awareness of RVK’s certification/approval scope, including product-specific UL/FM requirements where applicable, without extending approval claims to non-listed products.

·  Review and issue technical datasheets, GA drawings, shop drawings and dimensional confirmations; coordinate revisions with drafting/design resources as required.

 

3. Incoming, In-Process & Final Quality Control

·  Review incoming raw materials, castings, machined components, elastomers, fasteners and imported parts against approved specifications, purchase requirements and traceability records.

·  Verify material certificates and inspection documentation, including EN 10204 3.1 / 3.2 certificates when contractually required.

·  Maintain batch/heat/lot traceability from incoming material through assembly, testing and final release, with clear linkage to production and inspection records.

·  Monitor critical assembly and dimensional checks and verify that approved BOM/material configurations are used for the relevant product/order.

·  Witness and document hydrostatic shell and seat tests in accordance with the applicable product standard and approved test pressure.

·  Monitor coating quality including surface preparation, FBE/epoxy application and DFT; perform or coordinate holiday/adhesion or other coating tests only when required by the approved specification/ITP.

·  Prepare final inspection reports, release notes and manufacturing/quality dossiers required for client inspection or delivery.

 

4. Quality Systems, NCR & Third-Party Inspection

·  Raise, investigate and close NCRs and corrective/preventive actions; perform root-cause analysis and verify effectiveness of corrective actions.

·  Control inspection and test records, calibration status, quality checklists, approved procedures and revision-controlled documents.

·  Coordinate third-party inspections, laboratory tests, customer inspections and factory witness points; ensure readiness of products and documents before inspection.

·  Support compliance with the company’s ISO 9001, ISO 14001 and ISO 45001 management systems and applicable SASO requirements.

·  Assist during internal/external audits and maintain objective evidence for technical and quality-related processes.

 

5. Sales, Client & After-Sales Technical Support

·  Provide technical support to Sales during tendering and quotation stages, including compliance matrices, deviations, technical notes and product suitability confirmation.

·  Attend consultant/client technical meetings, inspections and clarification sessions when required; issue action lists and close technical comments within agreed deadlines.

·  Support factory visits and product demonstrations with accurate technical explanations and traceable quality records.

·  Provide field inspection and after-sales technical support related to RVK products when requested; installation/execution work remains outside the normal manufacturer-supply scope unless separately agreed.

·  Maintain technical records and project status in Odoo/ERP or the approved document-control system.

Must Have

• Bachelor’s degree in Mechanical Engineering.

Minimum 15+ years of relevant engineering experience in valves, ductile-iron products, pipes/fittings, pumps or water-infrastructure manufacturing/supply, with strong senior-level Technical Office and QA/QC responsibility.

• Strong hands-on experience in technical submittals, QA/QC documentation, project specifications and consultant comment responses.

• Good knowledge of hydrostatic testing, coating inspection, material traceability and manufacturing quality records.

• Strong professional English; Arabic capability is highly desirable for the Saudi project environment.

 

Highly Preferred

• Saudi/GCC project experience with NWC, municipalities, utilities, consultants, EPC contractors or major infrastructure projects.

• Working knowledge of standards such as EN 1074, EN 1171, EN 593, EN 12334, EN 1092-2, ISO 2531 / EN 545, EN 12266 and relevant AWWA/ASTM requirements.

• Experience with PQD, MTS, ITP, EN 10204 certificates, NCR/CAR and third-party inspections.

• AutoCAD/technical drawing review capability and strong MS Office skills.

• Experience with Odoo or comparable ERP/QMS/document-control systems.
