Facilitate, manage and follow-up patients that need external referral for medical care, with contracted and none-contracted service providers, following MSF guidelines and in close cooperation with the Medical Activity Manager, clinicians, support departments and the other Medical Case Managers. |

Responsible for the set-up and maintenance of an adequate referral system, ensuring smooth procedures and interactions in closed cooperation with project staff and stakeholders from referral system, while respecting rules of patient data protection, collection and analysis. |
MSF Section/Context Specific Accountabilities |
The MSF project in Giza runs an outpatient clinic that offers a comprehensive package of care. This package includes medical care, psychological care, social support (referrals) and physiotherapy. Each patient has a personalized treatment plan. A strong community component has also been developed and Mental Health services are provided at community level. Specific accountabilities: Set-up and maintenance of the referral system - Develop, monitor and maintain good communication and relations with the contracted and non-contracted referral facilities, their medical and administrative representatives
- Report any concerns or problems to the line manager, propose solutions and make suggestions for further development of the referral system.
- Screen and monitor the referred cases throughout the referral pathway implemented it other partner organizations. Coordinate with respective teams to ensure the best outcome.
Procedure of and Interaction with the medical institutions of the referral system - Maintain patient and operational confidentiality.
- Contact the admission actors of the referral facility according to the priority list and in compliance with MSF protocols.
- Organize, if necessary, the transfer of patients in ambulance, ensuring quality of care on transfer of patients in line with MSF standards & protocols.
- Accompany patients to facilitate admission and patient follow-up
- Follow up on patients who are (if required) admitted to referral facilities, communicate with the attending physician regarding the patients’ case and obtain discharge prescriptions that are under MSF standard list
- Report patients that are experiencing difficulties in accessing referral hospitals to the line manager and support the medical advocacy strategy decided
- Collect and encode all required patient referral information within required timeframe, accuracy and completeness.
- Maintain updated filing and retrieval system for accessing patient records
- Coordinate with the Finance-Admin-Departments of the referral facility the method of payment, get pro-forma invoice, quotation, invoice or copy of invoice, check the accuracy of the invoices, prepare payment authorization and attach validated invoices and submit documents to Project Finance Dept.
- Support the patients in non-contracted facilities by personally facilitating admission, payment, discharge and follow-up activities.
- Upon request, participate in activities related to the assessment of health facilities
Data collection and Analysis - Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager about any problem or complication of the patients illness, medical error.
- Convey the necessary information for medical advocacy on the behalf of the patient
- Participate actively in the multidisciplinary team to optimize the quality of care, as well as participate in training sessions that will update the medical knowledge and skills to be better equipped in managing specialized cases.
- Contribute to the development of Standards of Operation (SOP) and protocols.
- Assist in guiding the out-of-scope patients for other NGOs services.

EducationEssential: Medical Doctor Diploma with valid medical License from the national medical syndicate and MoH free doctor certificate. ExperienceEssential: minimum 2-year experience as Medical Doctor or in clinical work.
