SUPPLY OFFICER

Ensure an efficient implementation of supply chain activities (order management, purchase management, stock management, freight management) in a particular supply office (coordination or project level).guaranteeing a proper application of MSF supply procedures |
- Accountabilities
|
|
- Plans, coordinates and supervises the daily activities of the Supply team of a particular supply office (at Coordination or project level ) organizing their working plan, rotation schedules, ensuring coaching and taking part of the recruitment team in compliance with MSF standards and validation table .
- Ensures a smooth-running supply administration and the respect of the implemented supply procedures and proposes adjustments where needed. In particular:
- Ensure efficient supply administration, follow-up of validation table procedure and standard msf tools
- Responsible for filing documents, correspondence and other papers relating to supply in the projects, as well as the archives.
- Analyze the database of standard items and to compare it periodically with items regularly ordered.
- Is responsible for the supply database and the correct filing and archiving of the supply documentation and guarantees the availability and the coherence of supply data.
- Is responsible for the purchase management, in particular:
- Responsible for follow-up of local purchase and therefore, s (he) is responsible for communicating with all suppliers including the Capital.
- Prepare with the project log, market assessments, contracts, and supplier evaluations.
- Communicate with local suppliers for status of purchase orders, claims and/or complaints.
- monitors stock levels (medical and non-medical) related to monthly consumption figure, expiry dates, excess drugs and possible shortages in the capital, using standard MSF tools, updating equipment inventory, scrutinizing Monthly Stock Report generated by the storekeeper
- Supervise, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.

MSF Section/Context Specific Accountabilities |
The MSF project in Giza runs an outpatient clinic that offers a comprehensive package of care. This package includes medical care, psychological care, social support (referrals) and physiotherapy. Each patient has a personalized treatment plan. A strong community component has also been developed and Mental Health services are provided at community level. -
- Supervise the storekeeper and the purchaser in all the supply activities and reports to the Logistic/Supply manager
- Support the Logistic/Supply manager in sizing and manage supply human resources under the line management and support their continuous development.
- Follow up the performance of the Project supply teams according to their role and responsibilities
- Ensure the implementation of the current supply tools , procedures and system, propose to Logistic/Supply manager new tools if necessary;
- Ensure proper regular inventory of every stock in the project under the supervison of Logistic/Supply manager
- Ensure the general functioning of the project for stock management. Monitor and update stock consumptions parameters in the project
- Supervise the physio stock room with the medical team in the project and pharma supervisor in coordination and monitor / replenish stock to avoid ruptures;
- Ensure the general functioning of the transport and purchasing activities according to the mission supply guideline and donors requirements.
- Ensure the stability of supply activities within the project;
- Provide market assessment for suppliers and contractors for Giza project activities with support of Logistic/Supply manager and supply in coordination
- Organize and update all relevant data of suppliers / contractors in a proper database
- Organize and update the contract follow-up tool to colect and manage all contracts of the project for the provision of goods and services with the support of the Logistic/Supply manager

Requirements EducationEssential: degree and specialization in Logistics/Supply Chain. Experience Essential: minimum 2 year experience in supply chain management and in organization of supply administration and procedures..Desirable: previous experience in MSF or other humanitarian organization Languages Essential: fluent in both Arabic and English (oral and written).
