Associate Manager, Facilities & Operations

Job Purpose:

Responsible for overseeing daily operations of campus facilities, ensuring that all buildings, grounds, and equipment are maintained meeting ESLSCA’s standards. This includes handling regular and preventive maintenance , facilitating transportation services and ensuring environmental health and safety of ESLSCA’s community members.

Accountabilities:

Facilities & Operations:

  • Maintains responsive, timely and thorough responses to the Maintenance needs of the University community; staff, faculty & students by closely coordinating and setting clear SLA’s with outsourced service providers.
  • Coordinates with service providers the maintenance of all buildings across all campuses; including all utilities involving water, electrical and mechanical systems associated with heating and air conditioning.
  • Plans & organizes the maintenance requirements to accommodate increasing number of students and related facilities.
  • Ensures the implementation of the preventative maintenance programs, and operational maintenance of scheduled inspection and repair as per the service agreement.   
  • Monitors the productivity and checks the quality of output and efficiency of the Landscape workers or service provider in delivering the required services of plantation and irrigation for all campuses landscape areas.

Environmental Health & Safety:

  • Guides the process of environmental health and safety planning and implementation, oversees health and safety issues on renovation projects, provides continual guidance to assess and manages environmental health and safety risks.
  • Implements Environmental Health and Safety policies, procedures and executes plans ito protect and safeguard ESLSCA premises and personnel against the risk of fire and occupational injuries or illnesses, hazards and against the harmful effect of toxic mix of different substances.
  • Ensures maintaining the regular safety inspections of all automatic fire fighting systems, fire alarm systems and firefighting equipment available on the University Campuses and that they are in good working condition,
  • Conducts safety inspections as planned to all possibly hazardous locations within the University to identify existing and potential Environmental Health and Safety hazards. 
  • Supports in enhancing ESLSCA Community’s awareness through ensuring the presence of safety signs, evacuation routes, and providing Safety, Fire Fighting, and Environmental Health training courses/ sessions for all ESLSCA employees and students and to reduce injuries and illnesses.
  • Implements fire drills as planned to ensure that all employees and students are familiar with the emergency procedures.
  • Ensures that all the emergency response teams, Security and other personnel are fully aware of the procedure during real Fire related emergency or safety breach events.
  • Investigates and analyzes all Fire & work accidents that might occur or already occurred on the University campuses and reviews detailed reports about these accidents.
  • Coordinates with local regulatory authorities such as: Civil Defense and Fire Dept., Occupational Safety and Health Dept. at Ministry of Labor and Man Power, and Egyptian Environmental Affairs Agency (EEAA) … etc., to ensure compliance to governmental rules and regulations, information exchange and mutual assistance.

Transportation & Parking Management:

  • Leads the transportation services on all campuses, implements guiding policies, rules and regulations to use ESLSCA transportation resources (for example: priorities in assigning cars)
  • Plans, prioritizes, assigns, supervise and review the work of staff responsible for providing ESLSCA Faculty & Staff & Senior management’s transportation within the available resources.
  • Generates periodical reports including cost analysis of ESLSCA Cars; statistical breakdowns and analyses of all transportation services resources.
  • Ensures the implementation of the Driver Training and Safety programs in order to ensure the safety of transportation users.
  • Direct the operation of the Carpooling, review the schedule of carpool drivers, maintenance and event supporting transportation.
  • Ensures regular and preventive maintenance to ESLSCA cars to maintain operations.
  • Supports in emergency management planning, response and recovery by devising, maintaining and providing parking and transportation emergency support functions.

Renovation Projects:

  • Follows up on the implementation of assigned renovation projects as owner representative and ensuring the interpretation of the Management’s requirements and goals.
  • Ensures successful completion of renovation / new campuses preparation projects in timely manner as planned and follows up on the technical requirements as owner representative with the project manager &/ contractors.

Space Utilization & Seating Plans:

  • Optimizes space utilization across the campus, ensuring that all facilities are used effectively to support academic and administrative functions.
  • Executes and supports in planning the seating of Faculty & Staff across ESLSCA Campuses.

Social Responsibility and Sustainability:

  • Leads the implementation of Sustainability initiatives on campus in coordination with Social Responsibility and Sustainability Office like paperless operations, increased energy efficiency, and net carbon zero initiatives.
  • Supports in installing Social Responsibility facilities on campus like accessibility to physically challenged or people with disabilities.

Events Management:

  • Provides all the required technical resources and personnel to handle the event as planned.
  • Handles technical issues that may arise during events and provides all the needed support to resolve any unforeseen issues.
  • Ensures the health & safety precautions during any event are in place and be ready for evacuation plan in case of emergencies.

Food Services:

  • Follows-up on the implementation of standardized policies and procedures which govern the food services operations, both within the University community, and among contracted services providers covering quality, hygiene, safety, and financial implications in relation with monetary penalty schemes.
  • Ensures conducting inspections on outsourced food services providers in events and student activities where they are involved, reports violations, recommends that vendors of malpractices to be disregarded in the future.
  • Conducts food safety inspections to ensure compliance with external audits corrective action plans and performs surprise checks to validate the findings.

Faculty Housing:

  • Handles the process of furnishing ESLSCA Faculty apartments in coordination with Office of Supply Chain with high class furniture in addition to their renovations to ensure that they suit the taste of relocated faculty while providing continuous maintenance services. (As required).
  • Supervises the maintenance and preparation of all faculty housing units to be properly functioning before the arrival of the Faculty member and on continuous basis as needed.
  • leads the faculty housing operations, overview of housing occupancy, all housing facilities and develops short- and long-range renewal and replacement schedules and capital plans in coordination with facilities management. (If needed)

General Administrative Tasks & Contract Management:

  • Monitors and continuously evaluate teams’ efficiency and overall operational effectiveness determining changes required for improvement.
  • Supports in setting, and controlling the annual budget forecasting seasonal differences, and planned events.
  • Maintains accurate records of all campus assets and oversee the management of asset lifecycle.
  • Participates in contract negotiations as required to ensure quality services are provided to the University community as efficiently as possible. 
  • Handles with the Legal consultant the service agreements contracting process, securing all the required approvals internally and externally.
  • Manages the proper archiving of all service agreement contracts for legal reference.
  • Performs any other tasks requested from Manager, Campus Services.

Job Specification:Education:Bachelor Degree in Engineering (preferably Mechanical or Civil) or any relevant field.Experience:7 to 10 years of experience in Facilities Management, Maintenance, Health & Safety .Experience in Educational Institutes is a must.Experience in Managing facilities at multiple locations.Skills:Excellent Planning & Organizing skillsAccuracy and attention to detailsVery good leadership skills & ability to lead change and pursue implementation of new initiatives.Very good communication skillsExcellent level of English languageGood level of punctuality and accountability.Excellent knowledge of all MS. applications (Word, PowerPoint, Excel…)Working ConditionsFive days a week
