Essential Duties and Accountabilities : -

  1. Prepares, coordinates, administers, and issues the Company HSE documents during proposal, engineering, construction and start up stages of the project(s).
  2. Identifies and specifies HSE requirements aimed at protecting human life and avoiding environmental impacts.
  3. Prepares and issues HSE/HSSE plans/programs (identify activities, associated hazards, risk assessment, control measures, and methods to achieve the existing and additional control measures as OHSAS 18001 requirements).
  4. Coordinates and submits the lessons learned from incidents to all disciplines and HSE coordinators.
  5. Prepares and discusses HSE areas of concerns in the Company HSE committee meetings as well as recording the minutes of meetings.
  6. Reviews, issues, and records HSE data gathered from monthly sites HSE reports required to prepare yearly HSE performance and incidents statistics for management review. Thus, to insure continually improvement and effective HSE management.
  7. Participates in the emergency plan, permit to work system and related risk assessment, prepares and conducts project safety briefing for all Company employees, third parties and visitors.
  8. Establishes and updates the HSE filing system.
  9. Coordinates HSE supporting documents required by the Company management systems for auditing purpose.
  10. Participates in preparing and regularly updating the Company HSE instructions.
  11. Follows-up HSE actions required by audits, incidents recommendations, HSE meetings, and customers’ complains.
  12. Coordinates all HSE instructions and incidents reports to sites HSE coordinators.              Supportive Duties & Accountabilities: -
  13. Supports seniors in shaping the project goals, setting its strategic objectives and general policies, and taking the relevant decisions for company development.
  14. Provides the necessary technical upgrading of all personnel in the department to improve their capabilities and competencies, taking the responsibility for identification, planning and implementation of the training needs within the department in coordination with Human Resources Division.
  15. Working on developing employees’ performance by providing them with advices and proposing the solutions for challenging working issues.
  16. Participates in preparation of periodic reports regarding employees’ performance and the progress reports of the functional unit in order to perform the relevant evaluations.
  17. Develops and applies he latest international management methods that support the company works.
  18. Ensures the full implementation of the Company and departmental work instructions and manuals in accordance with the requirements of the Company Quality, Environmental and Health & Safety and Energy Management systems.
  19. Establishes and ensures the implementation of the Quality Control programs and Quality Assurance procedures for the department activities within the framework of the overall Company Quality Management System.
  20. Ensures the full awareness and implementation of the requirements of the Company Quality, Environmental, Health & Safety and Energy Management Systems.
  21. Participates in the full awareness and implementation of policies, standards, objectives and requirements for occupational health, safety, and environmental protection (HSE) and other related requirements.
  22. Participates in the support and follow-up of the implementation of training plans and programs for personnel covering the occupational health, safety, and environmental protection (HSE Competency Management system) established by the concerned authorities.
  23. Ensures the full awareness and compliance with the applicable HSE legal requirements.

B.Sc. in engineering: minimum 14 years of job relevant experience.B.Sc. in science: minimum 17 years of job relevant experience.Extensive and comprehensive knowledge of the Company flow of work, manuals, procedures, departmental work instructions, design guides, and Company Quality, Environmental, Health & Safety and Energy Management Systems requirements.Extensive knowledge of HSE systems.Extensive knowledge of oil and gas construction activities.Extensive knowledge of the procedures and practices for scheduling and estimating working hours.HSE competency frameworkPassing on specialized HSE Training Programs as per updated regulations by concerned authorities.Complete the required on-the-job training and tasks of occupational health, safety, and environmental protection (HSE) established by the concerned authorities.Risk/Crisis ManagementProcess Safety ManagementNEBOSH certificationCertified Safety ManagerHSE Safety AuditWorkplace Safety AuditQuality Assurance/ Attention to DetailsAnalytical ThinkingNegotiation SkillsDecision Making
