Essential Duties:-
- Identifies, coordinates, supervises and controls the site HSE requirements aimed to protect human life and avoid environmental impacts and property damage as well.
- Coordinates the HSE measures plan adopted by contractors/subcontractors during the construction stage to handle all related issues at site to fulfil the HSE requirements.
- Coordinates the site emergency plans, elements and requirements and evaluates them.
- Furnishes technical assistance on site HSE issues.
- Checks contractors/subcontractors' application of all specified HSE requirements, rules and regulations.
- Holds weekly site HSE meetings with the concerned parties during the construction stage and record minutes of meetings.
- Checks periodically contractors/subcontractors' equipment and validity of their certificates.
- Coordinates and conducts site HSE training.
- Monitors, follows up and closes out of all actions raised by HSE audits/reviews.
- Carries out audits, inspections, and monthly reporting of the site.
- Provides special technical advice related to HSE legislative and regulatory standards, and best practice implementations.
- Implements HSE management systems including hazardous risk assessment and determining controls identification.
- Issues incident investigation reports and keeps records.
Supportive Duties & Accountabilities:-
- Provides technical supervision and guidance to subordinate colleagues and encourages them to participate with their ideas and recommendations.
- Develops work systems and applies the latest technical methods that support the company works.
- Follows up on the working issues and participates in proposing the best solutions to the Section Head/ assigned direct supervisor.
- Analyse the employees’ training needs that help developing their skills and working competences.
- Ensures the full implementation of the Company manuals, procedures, departmental work instructions, in accordance with the requirements of the Company Quality, Environmental, Health & Safety and Energy Management systems.
- Ensures the awareness and implementation of the Quality Control programs and Quality Assurance procedures for the activities within the framework of the overall Company Quality Management System.
- Ensures the full awareness and implementation of the applicable requirements of the Company Quality, Environmental, Health & Safety and Energy Management systems.
- Participates in the full awareness and implementation of policies, standards, objectives and requirements for occupational health, safety, and environmental protection (HSE) and other related requirements.
- Participates in the support and follow-up of the implementation of training plans and programs for personnel covering the occupational health, safety, and environmental protection (HSE Competency Management system) established by the concerned authorities.
- Ensures the full awareness and compliance with the applicable HSE legal requirements.
- Ensures the full awareness and compliance with the Company Code of Conduct.
- Carries out any other tasks assigned by the assigned direct supervisor/section head within the division’s scope of the work.
