TITLE:   Senior Case Management Officer (Alternative Care)
TEAM/PROGRAMME: Cairo Area/Operation LOCATION: Greater Cairo with extensive field work
GRADE: 3 CONTRACT LENGTH: Until Jan 31, 2027 (renewal based on budget availability and performance)

CHILD SAFEGUARDING: (select only one)


Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.



ROLE PURPOSE:


The Case Management (Alternative Care) Officer will lead and oversee the case management and mentorship activities for UASC who require family based alternative care in consistency with Save the Children Child Protection common approaches and standards operating procedures. He/She will have significant responsibility to deliver technical capacity building, timely results with quality. He/she will provide support for the caseworkers and mentors and ensures the overall quality of the alternative care interventions. The position will also ensure regular monitoring of implementation besides submitting timely reports including in the donor report.

Staff reporting to this post:


Direct: 2 caseworkers and 4 community mentors


Close Coordination: 1 Psychologist and other CM officers in other SC projects



KEY AREAS OF ACCOUNTABILITY:


Project Planning & Implementation:


·        Oversee the implementation of the pilot intervention of alternative care for UASC migrant and refugees.


·        Oversee the child protection activities including case management, emergency cash, identification of alternative caregivers, capacity building for host families ensuring high quality deliverables to fulfil our obligations to stakeholders at all levels.


·        Participate in identifying and assessing potential alternative caregivers in coordination with community leaders and facilitate the roll out of the capacity building training for host families.


·        Work closely with the Risk and compliance team to ensure safeguarding is mainstreamed in all the project interventions.


·        Support the CM specialist in the development of the CM SOP for alternative care for UASC.


·        Support the team in conducting field visits and home visits.


·        Support the project manager/senior officer to ensure that the project operates according to the work plans, budget, timeline and M&E system as designed.


·        Ensure that 2 caseworkers and 4 mentors are conducting clear and accurate screenings, assessment and action plans with maintaining clear, comprehensive, accurate records of all contact with beneficiaries following the inter-agency case management standards operating procedures; conduct regular case file audit to ensure that they are up to date and check quality and consistency of work.


·        Maintain close coordination with other project officers and the CM Specialist, the Child Protection technical advisor to ensure that the project activities are implemented in quality.


·        Review BIAs and BIDs and conduct monthly supervision for 2 caseworkers and 4 community mentors.


·        Actively participate in the Case Management internal coordination meetings lead by the CP TA/ CM Specialist. 


·        Represent SCI in working groups as per agreement with the project manager and child protection advisor.


·        Support and ensure the fidelity of implementation of SCI Common Approaches.


·        Ensure proper data management and data protection of all the beneficiaries’ data.


·        Ensure mainstreaming of SC Child Safeguarding policy in all the program activities.


·        Ensure SCI policies and procedures are being adhered to improve programme operational efficiency.


·        Support the project manager in delivering a safe programming and risk management aspect of the case management system.


Budgeting:


·        Assume budget holder responsibilities for the CM component.


·        Contribute in drafting budget forecast, review expenditure trends, and flag potential financial or implementation risks.


Team Management:


·        Provide managerial support to six staff members including conducting quarterly performance evaluation.


·        Develop the capacity building plan for all the team.


Reporting:


·        Ensure accurate monitoring & evaluation and indicator tracking plans for all the activities with support of Monitoring, Evaluation, Accountability and Learning team.


·        Ensure developing timely and quality technical reports as per the project donor’s requirements against the agreed indicators.


·        Compile concise quantitative and qualitative reports on a monthly, and quarterly basis.


Coordination and collaboration:


·        Support the project manager/senior officer in developing good relationships with the different stakeholders including the donor, partners, government authorities, private sector and other actors to ensure continued support for SC programmes and enlist their support and assistance in working towards achieving sustainable and replicable programme models.


In case of Emergency:


·        Promote children's rights, contributing to their well-being and protection in times of emergencies, guided by humanitarian principles and code of conduct.  


·        During emergencies, he/she should act in a way that facilitates SCI’s response to emergencies, giving priority to all assigned.


·        Be prepared to support SCI interventions in response to emergencies and show needed flexibility

QUALIFICATIONS 


  • Bachelor’s degree in development related fields; having master’s degree is preferable.
  • Minimum of 5-7 years of experience in development/humanitarian aid; previous experience in child protection programming is a must.
  • Previous experience in child protection case management with refugees and migrants is a must, preferably in alternative care.

EXPERIENCE AND SKILLS


  • Previous management experience is required;
  • Highly developed interpersonal, communication skills, writing and organizational skills;
  • Fluency in English and Arabic (spoken and written) is required;
  • Experience with refugee/marginalized communities is required;
  • Commitment to SCI’s values and policy;
  • Familiar with the refugee context in Egypt and associated political/cultural sensitivities
