Job Purpose
Supervisor of Supporting Functions Contracts & Procurement Management directly reports to the Manager Supporting Functions Contracts & Procurement Management and works under guided supervision. The Supervisor of Supporting Functions Contracts & Procurement Management serves as a member of the company’s operational team and is responsible for execution aspects of the Supporting Functions Contracts & Procurement operations .
Furthermore the span of operation expands in collaboration with the Manager Level towards executing processes and policies , procurement plan goals, objectives, policy and procedures ensuring that it’s done according to Etisalat Misr best interest and aligning with its mission & vision, optimising budget utilization and achieving most advantageous combination of cost, quality & sustainability to meet Etisalat Misr internal and external Supporting Functions customer’s requirements leading to maintain the best value for money of Etisalat Misr Supporting Functions contractual & procurement activities.
Interacts with different layers of the Supporting Functions teams in matters related to Supporting Functions business procurement and contracting operation.
Execution of Etisalat Misr Supporting Functions procurement and contractual activities for Opex & Capex spent worth approx. 20 MEGP through contractual negotiation of Supporting Functions categories ensuring that it’s done according to Etisalat Misr best interest meeting the quality and cost ultimately to ensure that the value of money is maximized and the needs and requirement of Etisalat Misr are supplied on a timely and effective manner.
Conduct market surveys in order to identify the potential vendors through pre selecting and apprising vendors to meet sourcing functions needs.
The Supervisor of Supporting Functions Contracts & Procurement Management possess the following capabilities

• Following appropriate tendering practices for Sourcing of company’s Supporting Functions requirements through the interpretation contractual provisions, consider contractual requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedure and review contracts for accuracy
• Implementing best in class sourcing and procurement initiatives
• Act on any potential non-compliances and other problems that could have an adverse impact on the company’s best interest
• preparing periodical reports requested by the company’s senior and middle management
• Demonstrate and maintain patience, tact, teamwork and commitment towards superior service and performance

1-Sourcing Function Management
Conducting market survey in order to identify the potential vendors through pre selecting and apprising vendors to meet sourcing functions needs.
Implements and enforces the departmental strategic plan , goals and objectives, implements policy priorities and procedures consistent with the Etisalat Misr mission, vision, and key performance measures.
2- Tendering Process Management
• Serve as Etisalat Misr single point of contract between internal stakeholders and vendor(s) for all procurement & Contracts aspects following an RFQ or RFP Process for the entire E2E cycle.
• Prepare the full package of Request of Quotation (RFQ)’s or Request for Proposal (RFP) including Items Descriptions, Specifications /SOW, Supporting Functions Terms & Conditions and draft agreement in accordance with the Company agreed DOP.
• Handle the process of RFP committee formation through requesting the nomination from all stakeholders (contracts department, finance department, requester department … etc.) and obtaining management approval up to CEO.
• Assist & Conduct negotiation for quotations & contractual conditions against Etisalat’s Standard Terms and Conditions, in order to enhance the level of compliance for all vendor(s) to maximize Etisalat value.
• Assist & Conduct the financial negotiations with the vendor(s) ensuring a fair level of equality amongst the various bidders.
3-Contracting & Purchase Order Process Management
Drafting of all types of contracts including but not limited to (Contract, Framework Agreement, Purchasing Agreements, Consulting Agreements, Licensing Agreements, Master Agreements, Letter of Intent, Termination Agreements, Service Agreements, Non-Disclosure Agreements)
Preparation and issuance of purchase orders generated from FA, QES.
Serve as Etisalat Misr single point of contact between internal stakeholders and awarded bidder(s) confirmation on final contract draft. And resolving any comments arising from any concerned party (internal or external)
Assist in Acquiring management approval as per Etisalat Misr Devolution of Power
4-Contracts & Procurement Excellence
Manages all Etisalat Misr Supporting Functions , Contracting & Procurement activities ensuring that different supplies and services of the organization are flowing seamlessly in a harmonized manner and are being delivered in the right form, in the right quantity & quality, to the proper user, at the right place and time, at the most efficient cost, and are well controlled by a sincerely constructed contractual agreement that reserves the company’s rights and aids driving improved financial results
5- Process Governance and Excellence
Implement and abide to processes and work on proposing enhancement out of operational exposure and need for development
Identify gaps and strengths in the operational process, recommends changes to the contract & procurement administration and operations.
Supervise & review the relevant periodical reports requested by the Etisalat Misr Middle and Senior management
