Health Field officer

PURPOSE

The health Field officer in Cairo is responsible for the networking with national health authorities, international and local stakeholders and of developing the mapping of health services available for the target populations as defined by the Cairo delegation strategic approach (i.e. Sudanese, Palestinians etc).

In close coordination with management and protection department, s/he contributes to develop a health strategy, to plan, budget and implement health activities in Egypt according to the result of the mapping, to monitor the evolution of the context and adapt the plan accordingly.

S/he guarantees that identified target population has access to quality health care related to his/her programme. S/he is the interface with communities (local leaders, health staff, women’s groups, etc) and internal (ICRC) and external (local authorities, NGO counterparts) stakeholders on health-related issues. 

S/he may support the ILOT Health department in the emergency response in Gaza for matters involving Cairo delegation (i.e., logistic procurement of medical items).

RELATIONSHIPS 

  • Internally, interacts with Health Coordination and Deputies in ILOT as needed. 
  • Contributes and supports the CAI management on all health operations, direct reporting line to CAI Head of operations.
  • Works in cooperation with the Security & Crisis Management colleagues in CAI
  • Works in cooperation with the other departments of CAI delegation in relation to all matters for health (i.e. Protection, cooperation, communication)
  • Externally, interacts with national health authorities, international and local stakeholders; International Red Cross and Red Crescent Movement partners, specifically the ERC, WHO, UN, NGOs in his/her geographic area or field of responsibility, in line with the line managers` agreement.

  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

ACCOUNTABILITIES AND RESPONSIBILITIES 

Functional responsibilities

  • Assesses, identifies and prioritizes the health needs of the Sudanese, the Palestinians and different nationalities in Egypt as per direction of the delegation, taking into account vulnerable groups and community coping mechanisms and involvement.
  • Proposes evidence-based strategies in line with international standards, institutional guidelines, and delegation priorities. 
  • Provides relevant assistance responses and monitors and adjusts them as required. 
  • Ensures safe access to and continuum of care for targeted populations according to the identified health strategy. To this end, maps and links the ICRC's resources with existing, functioning local systems and mechanisms (e.g. ERC, MoH, NGOs and INGOs etc). 
  • Maintains networks with local key stakeholders to ensure the efficient implementation of health programmes.
  • Represents the ICRC vis-à-vis national authorities. 
  • Develops and promotes Health Care in Danger-related initiatives in coordination with protection department. 
  • Communicates and reports both internally and externally on the health context and population needs as well as on relevant local security and policy matters.
  • Is responsible for understanding public health issues in Egypt and the neighbourhood countries (i.e. Sudan, Gaza) for what concerns the movement of population across borders, for defining and implementing relevant and timely response
  • Participates in overall reflection processes at the delegation, contributes to defining health strategies and objectives for the PHC program.
  • With other team members, designs programme components, plans required resources and participates in programme implementation.
  • Monitors and evaluates health activities in the field, takes corrective measures and reports back.
  • Support to CAI management in overall ICRC health representation as required.
  • Support Health Co in the follow up of the staff rotations in and out of Gaza.
  • Support in the follow up of the medical logistics pipeline which is currently channelled through Cairo.
  • Medical Logistics In close collaboration with the CAI LOG department follow up and reporting to Health Co and Dep Health Co on incoming supply to Gaza.
  • Facilitates alongside CAI LOG procurement team last minute and critical items for urgent supply into 

ADDITIONAL DUTIES

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments.
  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
  • Collects and shares information to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
  • Takes responsibility for his/her own professional learning and development.
  • Is flexible and perform tasks not covered in this job description as well as provide support to other departments if needed.
  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.

NETWORKING

  • Coordinates or cooperates internally and externally with all relevant stakeholders (health and non-health related) to ensure a multidisciplinary and integrated health assistance approach by maintaining and expanding the networking with other INGO’s, UN and NGO’s and ERC for Cairo based organisations. 

REPORTING

  • Compile reports and provide inputs into institutional reports (DH1S2, IDSR, MfR and QHTR etc.) and other reports as required. 
  • Provide input into the planning for results exercise and the related Plans of Action.

 Minimum requirements - Knowledge and experience Bachelor's degree in medicine or another relevant health profession (e.g., psychology, psychiatry, or paramedic science/practice)Postgraduate master's degree/diploma in public health or health management is a strong asset.7 to 9 years of total work experience, including 2 years of clinical experience.5 years of humanitarian experience, with a minimum of 2 years as a Health Field Officer.Fluency in English and Arabic. Other languages of interest for the ICRC (Spanish, Russian, or French) are an asset.Valid medical license to practice.Strong connections with local health authorities and/or groups of interest for the ICRC are a strong asset.Excellent knowledge of the assigned geographic area.Proven program management skills and team-building competencies.
