KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive):

  • Maintain efficient warehouse, transporters, and Clearing and Forwarding service providers shortlist for WFP Ethiopia operations and carry out shortlist review regularly and as and when required.
  • Monitoring the local transport market, logistics infrastructures, port situations, major corridors, and security situation in the country.
  • Ensure efficient and effective logistics service contracts are in place for WFP’s humanitarian operation and administer the contracts.
  • Evaluate offers received and prepare recommendations to the LCC.
  • Organize an LCC and coordinate for the approvals.
  • Award contracts to winning companies and monitor implementation and performance of concluded contracts.
  • Prepare quarterly Transport Market Highlights and submit to the CSC.
  • Follow changes in the transport market, seasonal market trends and other related areas that may impact in local transport markets.
  • Participate in logistics and transport related meeting and workshops.
  • Monitor performance of contracted transporters and ensure they are providing the required level of services for WFP’s humanitarian operation.
  • Monitoring local logistics infrastructures, transport market, port and corridor conditions.
  • Follow up payment processing to transporters in collaboration with LU invoice processing and Finance units.
  • Coordinate establishment of storage facilities (permanent warehouses and Mobile Storage Units)
  • Conduct logistics assessment, identify challenges, and advise interventions when required. 
  • Provide any other logistics supports as and when required for WFP humanitarian operation.
  • Establish and maintain good working relations with all shortlisted/contracted logistics service providers. Build service providers understanding of their contractual obligations (RFQ terms and conditions) and how WFP business process works.


Skills

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

Education:

  • A bachelor's degree in a related field and a technical mindset capable of handling technical issues in large operations.
  • Strong knowledge of contracting, warehousing, transportation modules, writing, reporting, and Business Management or other related field, additional years of related work experience and/or training/courses.
  • Advanced IT application and strong data management skills including Microsoft office, especially Microsoft Excel.
  • 5 years of experience working in logistics preferably humanitarian logistics and/or in the Fleet Management operations.

Languages:

  • Fluency (Level C) in oral and written communication in English and in Arabic.
