Basic Responsibilities:The Talent Acquisition Section Head is responsible for leading the end-to-end recruitment function to attract, select, and onboard top talent that meets the organization's current and future workforce needs. This role involves supervising the recruitment team, managing hiring strategies, and building strong talent pipelines to support business growth.2. RESPONSIBILITIES & AUTHORITIES:2.1 Main Tasks:• Recruitment Strategy & Planning:- Develop and implement the annual talent acquisition strategy aligned with workforce planning and business goals.- Forecast hiring needs in collaboration with department heads and senior management.- Define recruitment channels, budgets, and timelines for open positions.• End-to-End Recruitment Management:- Oversee the full recruitment cycle from job requisition to offer and onboarding handover.- Review and approve job descriptions, sourcing strategies, and screening criteria.- Manage recruitment for critical, senior, and hard-to-fill roles directly.• Team Leadership & Development:- Supervise a team of recruiters and talent acquisition specialists.- Provide coaching, performance feedback, and capability development for the team.- Allocate workload and ensure fair distribution of open positions across recruiters.• Employer Branding & Sourcing:- Build and maintain the company's employer brand to attract quality candidates.- Develop proactive sourcing strategies, including talent pools and pipelines for future needs.- Leverage job boards, social media, career fairs, and networking to reach passive candidates.• Selection & Candidate Experience:- Ensure structured, fair, and consistent interview and assessment processes.- Monitor and enhance the candidate experience throughout the hiring journey.- Guide hiring managers on interviewing best practices and selection decisions.• Data, Reporting & Performance Optimization:- Track recruitment metrics (time-to-hire, cost-per-hire, quality of hire, source effectiveness).- Prepare regular reports and dashboards for HR leadership on hiring progress.- Use data insights to continuously improve recruitment processes and outcomes.• Budget & Vendor Management:- Manage the recruitment budget, ensuring cost-effective hiring practices.- Liaise with recruitment agencies, job platforms, and headhunters as needed.• Compliance & Policy Alignment:- Ensure recruitment practices comply with labor law and internal HR policies.- Maintain accurate and up-to-date candidate and hiring records.• Collaboration & Internal Coordination:- Work closely with department heads, HR Business Partners, and senior management to align hiring plans with business needs.- Partner with the L&D and OD , C&B teams for a smooth onboarding and employee experience.• Innovation & Trend Monitoring:- Stay updated on emerging recruitment technologies, market trends, and talent acquisition best practices.- Introduce new tools such as ATS enhancements, AI-assisted screening, and digital assessments.
