MAIN PURPOSE

Performing day to day medical purchasing activities related to quality insurance for Supply (coordination or project level) according to MSF protocols and standards in order to ensure an optimal running of the mission/ project. 

Assist and support the Pharmacy Coordinators and Egypt Supply team in the management of the medical supply process and procurement of medical supplies in Egypt, collaborating with the MedCo and Pharma counterparts from different Operational Centres (OC).

ACCOUNTABILITIES (SPECIFIC)

  • Follow up the Gaza Project Medical Requests (PR) from different OCs and Supply Order (SO) for medical /para-medical items together with the Supply team in Egypt (delays, pending, problematic items and unavailability and potential complains).
  • Focus on medical order management according to MSF local medical purchase procedure / Follow the SOP for Medical order validation for Local Procurement in “Egypt for Gaza Emergency Response”
  • Ensure medical orders are processed in timely manner and their status are well monitored, claims/ complaint addressed and solved in the most effective way ; Participate in order monitoring report
  • Act as first contact for reviewing medical quotations, item availability, item follow-up, substitutions, pending items; this includes assisting preparing RFQs, consolidating quotations before seeking validation from the Pharmacy Coordinator/HQ.
  • Regularly assess the market for new suppliers to fulfill the recurrent needs for items in cooperation with the Pharmacy Coordinator, Regional Pharmacist and Cell(s), for potential evaluation.
  • Update the supplier list, prices, items and availability 
  • Manage/supervise the reception at Egypt level of locally (and internationally in case allowed) ordered medical items according to the good practices (quantity and quality checks).
  • Participates actively in meetings and trainings.
  • Is aware of activities of other departments and respects specific rules and procedures.
  • Translates documents and/or conversation when necessary.
  • Is aware of MSF objectives and activities in general and in the working context.
  • Has a general understanding of the association, its functioning, structure and values (charter).
  • Available to work outside regular hours in case of emergency
  • Duties and responsibilities mentioned above are not exhaustive and other requests might be formulated by the coordinator/manager according to the projects and/or mission's needs; The scope of accountabilities may change due to unstable context in Gaza and the above described accountabilities must be adapted to the context change
