The Senior Full-Stack Developer is responsible for the design, development, deployment, and continuous improvement of ITIDA's customer-facing digital products. This includes public-facing websites, external service portals, API integrations, and any digital interface that connects ITIDA with its external stakeholders including registered companies, technology investors, program applicants, and the general public.

This role operates within the Digital Transformation scope under the direct supervision of the IT Manager, and works in close coordination with the Internal Applications team. The position is expected to function with a high degree of autonomy, taking end-to-end ownership of external digital products from requirements gathering through to production and maintenance.

1  External Web & Portal Development

•      Design, develop, and maintain ITIDA's public-facing websites, service portals, and digital platforms.

•      Build responsive, accessible, and performant front-end interfaces aligned with ITIDA's brand identity and UX standards.

•      Develop robust back-end services, RESTful APIs, and integrations with third-party systems and government platforms.

•      Ensure all external-facing applications meet web security standards (OWASP Top 10) and performance benchmarks.

2  API Development & Integration

•      Design and expose secure REST/GraphQL APIs consumed by external partners, mobile applications, and third-party integrations.

•      Integrate with external government systems, payment gateways, identity verification services, and data providers as required.

•      Document all APIs using OpenAPI/Swagger standards and maintain up-to-date technical documentation.

3  Architecture & Technical Quality

•      Contribute to the selection of frameworks, tools, and hosting architectures for external applications.

•      Enforce coding standards, conduct code reviews, and maintain a clean, maintainable codebase.

•      Implement CI/CD pipelines and automated testing (unit, integration, end-to-end) for all external products.

•      Monitor application health, performance, and uptime using appropriate observability tools; respond to incidents.

4  Collaboration & Stakeholder Engagement

•      Translate business and departmental requirements into clear technical specifications and deliver against agreed timelines.

•      Work closely with the Business Analyst on requirements documentation, gap analysis, and SLA definitions.

•      Coordinate with the Internal Applications team to ensure consistency in shared components, design systems, and data contracts.

•      Liaise with external vendors, hosting providers, and technology partners as needed.

5  Security, Compliance & Governance

•      Ensure all external applications comply with EGCert Security requirements applicable to public-facing services.

•      Apply security best practices across the full stack: input validation, authentication, authorization, encryption, and audit logging.

•      Participate in periodic security assessments and penetration testing cycles; remediate identified vulnerabilities within agreed SLAs.

Requirements

• 1 Education

  •      Bachelor's degree in Computer Science, Software Engineering, Information Technology, or a closely related field.

  •      A relevant postgraduate qualification or professional certifications are a plus.

   

  2  Experience

  •      5 to 8 years of hands-on experience in full-stack web development, with a strong portfolio of external-facing digital products.

  •      Demonstrated experience owning the full development lifecycle: requirements, design, development, testing, deployment, and maintenance.

  •      Prior experience in a government agency, public sector digital services, or regulated environment is an advantage.

   

  3  Technical Skills — Front-End

  •      Proficiency in one or more modern JavaScript frameworks: React.js, Vue.js, or Angular.

  •      Strong command of HTML5, CSS3, responsive design principles, and accessibility standards.

  •      Familiarity with component libraries and design systems.

   

  4  Technical Skills — Back-End

  •      Proficiency in one or more server-side languages/frameworks: Node.js (Express/NestJS), Python (Django/FastAPI), PHP (Laravel), or Java (Spring Boot).

  •      Strong experience designing and consuming RESTful APIs; GraphQL experience is a plus.

  •      Solid understanding of authentication and authorization patterns: OAuth 2.0, JWT, OpenID Connect.

  •      Experience with relational databases (PostgreSQL, MySQL, SQL Server) and basic query optimization.

   

  5  DevOps & Infrastructure

  •      Experience with cloud platforms — Microsoft Azure preferred (aligns with ITIDA's existing M365/Azure environment); AWS or GCP also acceptable.

  •      Practical knowledge of containerization (Docker) and orchestration concepts (Kubernetes is a plus).

  •      Hands-on experience with CI/CD tools: Azure DevOps, GitHub Actions, GitLab CI, or equivalent.

  •      Understanding of DNS, SSL/TLS, CDN configuration, and web hosting management.

   

  6  Soft Skills

  •      Strong written and verbal communication skills in both Arabic and English.

  •      Ability to work independently and take ownership of deliverables with minimal supervision.

  •      Strong analytical and problem-solving mindset; comfortable with ambiguity in early-stage projects.

  •      Collaborative team player with experience working alongside non-technical stakeholders.
