The Regional Office for the Near East and North Africa (RNE) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's major activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with divisions and offices at headquarters, develops, promotes and oversees FAO's strategic response to regional activities. Under the recent corporate commitment of reaching 60 million people in Integrated Food Security Phase Classification (IPC) phase three and above by 2023, RNE is stepping up its targets at the regional level. This will be done through scale-up and investment plans at country level, with a focus on countries with the highest numbers of people in acute food insecurity and with the support of the Office of Emergencies and Resilience (OER) and the contributions of all relevant teams and divisions in FAO.
The Near East and North Africa (NENA) region is exposed to several transboundary animal and zoonotic diseases. While zoonotic diseases represent a direct threat to human health, livestock diseases can have a devastating impact on animal productivity and production, as well as on economic development. Climate change, increased animal-human interactions, land use and human encroachment increase the risks of outbreaks with zoonotic potential. As changes in livestock production increase the potential for new pathogens to emerge, grow and spread from animals to humans, healthy animals are closely related to healthy people and a healthy environment. Through the One Health approach, FAO contributes to improving animal health to make livestock production more productive and sustainable while achieving optimal health for all at the human-animal-environment interface. FAO RNE works to transform and make livestock systems more sustainable, productive and resilient.
The position is located in the Regional Office for the Near East and North Africa in Cairo, Egypt.

Reporting Lines



The Animal Production and Health Officer reports to the RNE Regional Senior Livestock Development Officer.
Technical Focus.
Animal Health and Production, One Health, Antimicrobial Resistance (AMR).

Key Results



Collection and analysis of information, data and statistics and project/meeting services to support programmes, projects, products and services.

Key Functions



• Collects and analyses relevant technical, social, economic, environmental, institutional and technology related information, data and/or statistics to support the delivery of programme projects, products and services.
• Undertakes analysis, provides technical input for plans and reports and edits/revises technical/scientific documents.
• Participates in the development of improved work methods, tools and systems.
• Updates databases and web pages.
• Participates in multidisciplinary project/work teams.
• Collaborates in the development of training tools and materials and the organization of workshops/seminars, etc.
• Participates in the organization, conduct and follow-up of meetings, consultations and conferences, the development/production of required materials and the provision of information and assistance to partners.

Specific Functions



• Supports the overall implementation of the Animal Health and Production programme in the Near East and North Africa region, focusing on such areas as transboundary animal diseases, zoonotic diseases, livestock value chains, livestock in emergencies, food security and resilience, climate change, and pastoralism.
• Supports the coordination of One Health and Antimicrobial Resistance activities among Quadripartite regional and global partners (FAO, the World Health Organization - WHO, the World Organization for Animal Health - WOAH, the United Nations Environment Programme - UNEP); assists countries in the implementation of One Health and AMR Programmes.
• Supports the activities of the RNE Virtual Learning Center (RNE-VLC).
• Supports implementation and monitoring of programmes/projects in countries, subregions and the region; contributes to or reviews concept notes or reports and supports programme/project reporting for donors and within the FAO system.
• Contributes to increasing visibility of FAO's Livestock development and One Health activities through advocacy, outreach and communication, liaising with civil society, private sector, research institutions and other international partners; contributes to FAO flagship publications.
• Supports analyses (economic or other) to understand the impacts of diseases on animal health, public health, ecosystems, the environment, livelihoods, gender, etc.
• Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING



Minimum Requirements
• Advanced university degree in animal science, veterinary science or a related field.
• Three years of relevant experience in animal production and health.
• Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills



• Work experience in more than one location or area of work, particularly in field positions.
• Extent and relevance of experience in collecting and analysing technical information and data.
• Extent and relevance of knowledge and experience in animal disease surveillance and/or risk management programmes and in infectious disease management.
• Extent and relevance of experience in the preparation, editing and revision of technical/scientific documents and in organizing meetings and workshops.
• Extent and relevance of experience in technical work on matters related to animal production and health.
